DVS status and SISA not considered for Galileo Satellites

Description
According to the Galileo ICD, health status of the Galileo satellites is defined by the combination of HS, DVS and SISA send by navigation message. The current software only considers the HS, which causes satellites like E14 or E18 (which should not be used by the user) to be considered in the PPP.

Within the next version of BNC a Galileo satellite will be set to healthy if
- DVS = “Navigation Data Valid” and
- HS = “Signal OK”, and
- SISA ≠ NAPA (NAPA = No Accuracy Prediction Available)

Thanks for this hint. Would you please tell me the section within the Galileo ICD, where it is defined how to have combined the parameters HS, DVS and SISA to a single status value?
