BNC 2.12.9 ubuntu 64 not saving RINEX if time zone is not setted

When trying to log some RINEX 3 observables on a ubuntu 18.04 machine using the bnc 2.12.9 ubuntu 64 machine I noticed that if the time zone is not set ones get the warning "Wrong observation epoch(s)" for each satellite and no RINEX file is produced. This does not happen if the time zone is set.

The messages "Wrong observation epoch(s)" is reported by BNC, if the latency is larger than 600 seconds or negative.
Negative values are often related to an unsynchronized computer clock on the machine, where BNC is running).
And last but not least, UTC time has to be provided by BNC's host.
