3.8.1 Observation Rate - mandatory for 'Failure threshold' and 'Recovery threshold'
-BNC can collect all returns (success or failure) coming from a decoder within a certain short time span to then decide whether a stream has an outage or its content is corrupted. This procedure needs a rough estimate of the expected observation rate of the incoming streams.
